Domain Admins and cached passwords

Hello,

I haeve been designing a domain for a very large company. The
administration of the servers are done within my company so I need to
be giving out permissions for users.

I have administrators, including me,who needs to make the big changes
and design

I have technical personal, just needs to reset passwords of the users,
add computers ato domain and install software on the client pcs.

What permissions do I have to give the technical personal to be able to
add computers to domain and how can I have them reset or change users
passwords without having them log on to the server with terminal
services...

Even with the terminal services I do not want them to actually be able
to do anything other than change passwords and reser passwords...
