Windows 2003 trusts - cannot browse other domain

Here is what I have:

2 different domains - 2 different subnets and a forest wide trust
established. I cannot browse the network (from A domain to B domain),
cannot add users to groups from A domain to B domain.

The administrator of 1 domain does not want to install WINS and I have
WINS installed.

I have Windows 2003 standard edition with service pack 2 installed.

Can I accomplish my goals without adding WINS? And if so, how?
Firewall policy is not causing the problem.

You can accomplish this if you make the DNS servers available to the clients
and add the search scopes to the workstation lists. If you're looking for
network neighborhood though, you'll need WINS or LMHOSTS (or be on the same
subnet).

With the DNS working, you'll want to make sure you are using h-node as the
node type (0x8 in the DHCP settings) to force the workstations to query DNS
before WINS or broadcasts to the master browser.
