Multiple Local Group Policies (MLGPO) application to Multiple Local Groups

I'm setting up a Windows 2008 terminal server and I want to configure
local policies to lock down the server. I know the best way is to set
up GPO's but I have been encountering problems with some GPO settings
not working with Windows 2008. We are on a 2003 domain.

Since I'm on a time constraint, I just want to utilize MLGPO. On Vista
and Microsoft 2008, you can apply local policies 3 ways (
http://www.yqcomputer.com/ ):

1. Local Computer = Everyone
2. Non-Administrators = Not members of the local admins
3. Administrators = Members of the local admins
4. User-Specific = specific user

Is there a way to apply local policy to a specific local group? I
think if there is a way to apply to a specific user, there should be a
way to apply a specific group. I need to set up 3 local groups that
will get 3 different local policies.

Please help.
