Change DNS Directory from system32\dns to SysWOW64\dns or anything else

Hi
I have Win2k3 Standard x64. I have an 32 bit application ( it is not
mine) that uses files to add zones to DNS server. Because it is 32 bit
app, windows automaticaly map its access to system32\dns to
syswow64\dns. But there is no such directory and then zone will not be
created.
I manulay created syswow64\dns. zone file had been created there. But
had not been added to DNS. Because DNS directry is system32\dns (it is
64bit).

What can I do ?
1. change dns server directory from syswow64\dns to system32\dns? How?
(with boot file, i don't know)
2. write a program to manualy sync these two folders
3. anything else?
