Poor disk performance/Read/Network

Ok, here's a strange one.

I've got a Dell PowerEdge 1600SC that has declined horribly in
performance recently. I can transfer files from another machine to PE's
drive (PERC 3/SC, RAID5, 3 drives) without a problem. I can transfer
files from one partition to another on the RAID array as well.

However, transferring files FROM the PE array over the network to any
other machine is terrible. 20+ minutes froma 138mb file!

I have never seen this before and i'm not sure what to do about it. The
only error message i'm getting, and it's not consistent is:

eventhough you said transfer is ok one way but another, first thing I would
look at is NIC setting, is it auto or full dupleex? try both

I have tried both (auto and full), and changed NIC's. The server was
working fine, then suddenly began to have this problem. I've got
another Server 2003 machine that has I/O problems, but different. When
trying to copy files to it, I get Write Delay failed errors. I'm afraid
some patch by MS has caused this.
