How to make W2k3 boot to show when to press F8 (for Safe Mode option)?

The boot process of my W2K3(SP1) does not present at all the
option to press F8.
I guess that it is presented but for such a short period that I could
not see it. I guess it is so because if I start to push F8 early enough,
it does in some point run into the screen that allows me to choose
Safe Mode along with all other start options.

W2K3's help says that one can set if and for how long (before
proceeding to normal boot) such a message will be displayed during boot process.
I could not find anywhere how to set these parameters.

Can anybody shed a light on the subject?

Go to the system control panel and and set the delay value to something
like 12-15 seconds, or whatever suits you.
