how can I sync the time on 2 window 2003 server???

thex your reply, but do i need to setup one win 2003 to be a NTP server

no need. By default, all member servers of a domain should use the
authenticating domain controller as it's time server. You can read more

the ONLY time configuration needed within a forest is to configure the PDC
FSMO in the forest root domain of the forest. Besides that NOTHING needs to
be done for other DCs of other clients and servers joined to the domain.
