Can't access DFS Link Windows 2003 R2

I built a domain controller at my main site. I moved it to another location,
changed the IP and made sure the site and replication information is correct.
DFS is replicating as it should however when I try and access DFS from the
main site or the new site I get "Configuration information could not be read
from the domain controller, either because the machine is unavailable, or
access has been denied". Permissions are correct and I can access the share
via share name, just not DFS name at either the main site or the new site. I
have the DFS configuration set to only allow referals in the same site. All
servers are Windows 2003 R2.

I assume DNS is setup correctly and none of the machines are using an ISP's
DNS. And I assume AD replication is fully functional, there are no errors in
the Event Viewer on the DC(s), and Sites and their associated subnet objects
are configured correctly, and there are no firewalls blocking traffic, and
the MTUs have not been altered (below 1500) on the firewalls/VPN devices?

DNS is correct. It is pointing the local DC which has DNS installed. If I
create a DFS link target on another member server in the same site, it works
fine. I just can't seem to get a referral for that server. It's almost like
the server isn't associated with the site.

associated with the specific Site and you can see the Sites registered in
the SRV records under the zone in DNS with their respective DCs associated
with that specific Site?

Otherwise, did you create DFS replica on other machines? Is DFS configured
as an Enterprise DFS? If not, that may be part of the issue.
