Locking Down Client Computers

What is the best way to lock down my client computers?
I want to achieve the following

Disable CD-Rom, Floppy + USB
Stop Users from copying files from the Server to there HDD
Stop users from putting files in My Documents (or limit
size as roaming profiles are becoming too big)

Also is there a way to apply this to Laptop's but only
when the user logs onto the Server?

Cheers for any help

You can achieve some of ths by using Group Policies for the domain users.
Check this document out and see if that helps you some
