I have a Windows 2000 Server that basically functions as
a desktop for a user. Microsoft Remote Desktop Connection
has been installed on the Windows 2000 Server. When a
Remote Desktop Connections is attempted to the Windows
2003 Terminal Server (25 licenses/2 used), it fails.

The Windows 2000 Server will establish a Remote Desktop
Connection with other Terminal Servers (Administrative
Role) but those are NOT Windows Server 2003.

The computers are all on the same subnet and I can Remote
Desktop to the Windows Server 2003 Terminal Server from
my XP Pro workstation. I enter the public IP for the
Terminal Server (from within the same network) and it
works great.

Any thoughts are appreciated. I've really struggled with
getting this setup and need the help.

Errors in the event logs of either server?

Does the user see a specific error?

Nothing in the Event Logs but I do receive the following
error when attempting to connect to the Terminal Server's
external & public IP address:

"The Client could not establish a connection to the
remote computer."

It then continues to list 3 different likely causes.

This wouldn't be so frustrating if it was consistent but
it isn't. I can use the Remote Desktop client (installed
on the Windows 2000 Server) to connect to other available
Terminal Servers. The only difference is that the
Terminal Server I can't connect to is of the Server 2003
variety and it's the only one that is running as a full
Term Server. That is to say that it's the only Term
Server that is not just an adminstrative Term Server.

Need more info? Please, just ask. I certainly appreciate
the help.
