Windows 98 upgrade to Windows 98 SE

If a computer purchased with Win98 keeps current with
patches/updates, does it "become" Win98 SE? Or is this a
download that I will need to pay for?

No.
Win98 original will never become Win98 SE by using patches/updates.

There is no download. You have to purchase a CD.
You can try eBay or one of the larger online stores for the upgrade CD
or a full CD. Avoid the OEM versions if you do not want to install
clean.

The updates and patched do not change Windows 98 to Windows 98SE,
neither does any download.
You need to buy Windows 98SE upgrade.
Microsoft stopped distributing that a while ago, but it can still be
found on Ebay and other similar sources.
