Right-click on the desktop icon and select Copy.

Open Windows Explorer and navigate to c:\documents and settings\all
users\start menu\programs\accessories\system tools and paste the icon
there.

Next time you want to drag, do it with the right-click. When you
release, there'll be an option to copy, move, etc.

Do the same thing from the desktop now. Right-click and drag to the
Start button, and hover there till the Start Menu opens, hover over "All
Programs" till it opens, etc., till you reach the folder where you want
to drop it.
