Activesync will not begin installing until XP begins shutdown sequence

I'm trying to set up Activesync on my computer so that I
can connect my Pocket PC and sync them both.

I've downloaded Activesync 3.7 and have tried to run it. I
have also tried to run it directly from the Microsoft site
as suggested. When I do either option, nothing happens.

It's not until I have started shutting the computer down
that I see the Install Wizard begin to install Activesync,
but by that time, shutdown is irreversible and it never
installs.

Any ideas?

Could some background process be running that prevents
Activesync from installing? Upon shutdown, could that
background process be being terminated and that's what
allows Activesync to begin installing? If so, maybe I
could go and terminate various processes until I see
Activesync begin installing. Does this make any sense?
