Preventing user from logging off RD

I would like to advise Remote Desktop users
to close a specific application (if running), when
they try to disconnect from the host machine.

What options do I have?

Any comments welcome.

I've got MSN Messenger 4.6 installed on Windows NT 4.0 Server Terminal
Edition + Citrix MetaFrame 1.8.
It's working as MS Exchange Instant Messages client. Users are complaining
that Messenger intermittently prevents them from logging off. They have to
wait until "end task" window appears and then click on End button. That's
annoying.

If an user simply close Messenger (right-click Messenger's icon in the
System Tray and choose Exit) before shutting down everything would be ok.

Does anybody know how to get rid of this issue?
