Word 2003 toolbar customization not present on 1st launch of Word

We've made toolbar modifications to our icreatexp.dot to add back the
language option under Tools. The first time you launch Word 2003 you do not
see the addition to the toolbar. If you close Word and reopen you will see
the addition to the toolbar. Does anyone know how why it would do this?

I can add a button to any of the toolbars in Word, but the change is not
saved when I close Word. The next time I open Word the button is not there.
The user is a local admin so there should be no rights issues. I have tried
specifically saving the changes to the normal.dot file but to no avail.
This works fine in Word 2003 running under WindowsXP Pro, but I cannot get
it to save the added toolbar button under Tablet XP. I have tried it on two
different tablets and no luck.
Has anyone run into this?
