Why are the buttons for the above not active in headers
and footers?

Form fields would be useless in headers and footers because headers and
footers are not accessible in a document protected for forms.

You'd have to ask Word's designers that, but given the number of users who
want to protect the header and footer of ordinary documents such as
letterhead from the bungling or meddling of users, it seems only reasonable
to protect the header/footer of protected forms.

I need some info. I am creating form in Word using text form fields with
default text that gives examples of what is to be typed in the texrt form
fields. However, we have a document management system which automatically
places a footer at the end of each page (i.e., the file number and document
path). I only need the footer to appear on the last page. I inserted a
"next page" section break at the end of page 1 and took off "same as
previous" on the 2nd page (document is only 2 pages. However, after I
protected the document, I typed in it to see if it indeed worked and, the
next page section break did not stay in place but automatically moved onto
the 2nd page which moved the 2nd page the 3rd page (the 2nd page being
blank). Of course, in a protected document, I cannot correct this. My
question is how do I keep in place the next page section break on the 1st
page wihtout it moving down automotically as text is typed within the text
form field? If this is confusing, I apologize. Thanks for any assistance
you might be able to give.

Use an If...Then...Else field construction

{ IF { PAGE } = { NUMPAGES } "Info to be displayed on last page only" "" }

Don't use a section break for this. Use a conditional page number. Take a
look at http://www.yqcomputer.com/ ,
you can tell Word that you just want your page number on the last page of
your document.
