File Menu "New Blank Document" bypasses FileNewDefault Procedure

We need to give the users a way to open a new document based on a
different template than the Normal.dot.

We wrote and installed a Code Template that includes:

Public Sub FileNewDefault()
Word.Documents.Add "C:\Program Files\Law.Firm\Firm Macros
\Templates\Blank.dot"
End Sub

If the user uses "New Blank Document" command bar button or the user
presses CTL+N a new document based on Blank.dot is opened, but if the
user uses the File Menu "New Blank Document" a new document based on
the Normal .dot is opened.

I am stumped and could use some ideas.
