Which NN to use

Hi all,
I would be grateful if someone could suggest a NN/AI algorithm to use
for my project - I am thinking of using the FANN library as it seems
well suited for my needs.

Basically, it comes down to image recognition, but, generally, it is
array comparison.
I have one set of training images, and a series of comparison images:
this latter image,
bigger than the training images
contains mainly nothing, apart from a small amount of noise, and
somewhere within it is
a slightly corrupted (noise, again!) version of one of the training
images. I'd like to be able to say "this image contains the nth
training image"

Can anyone suggest a suitable library or programme?

Many thanks

Paul
