They probably thought it was silly to negotiate a special deal for
stuff that they could pull themselves off of the public airwaves with
just a little tweaking of the their hardware.

...not enough of the Dilbert mentality at Google HQ.

Yeah, like it or not, a big part of being in the online content
distribution business these days is being good at talking clueless
content owners into not being stupid. Google doesn't seem to have
understood that, but I imagine it's starting to sink in about now.

Apple managed to do this pretty successfully with record labels, but I
think a big part of that was that they didn't see Apple as a threat at
the time. When the iPod then emerged as the *** portable music
player, Apple's control over the only DRM that worked on the iPod (which
Apple was using to dictate more sensible terms to labels) forced the
labels to eventually abandon DRM, because otherwise they'd be completely
beholden to Apple.

The hilarious thing, of course, is that Apple never wanted DRM in the
first place; the whole sequence of events could be interpreted as an
elaborate object lesson that Apple set out to teach the labels about the
evils of DRM.

Anyway, Hollywood studios and major TV networks were watching as Apple
and other tech companies pulled that neat little bit of jujitsu on the
record labels, and they seem determined to avoid falling into the "trap"
of selling content to more consumers in more convenient formats at more
reasonable prices. Tech companies will have to be even sneakier this
time around.
