A WU-FTPD setup question

I'm running WU-FTPD on Red Hat 9. How can I restrict my FTP users
access to the parents directories?

Example: "/ftp/pub/download" I don't want users to be able to access
any directories above "/ftp/pub"

It works with "guestuser" I had it syntex wrong so it didn't work.
