I've got a document with 3 heading levels but when I try to change any
of the subheadings eg 1.1 to 2.1, it changes all of the headings of
that level to 2.1, they aren't incrementing.

Any ideas?

The idea is that if you let Word do the numbering automatically then
you can't change the number manually. On the other hand, if you start
writing numbers in manually, Word may start entering numbers
automatically.
