Windows XP machine can ping others, but can't be pinged by others

I'm trying to set up an ftp server on a Windows XP box with no luck.
I'm connecting directly to a Windows 98 machine through a crossover
cable.

The XP machine can ping the 98 machine, but not vice versa! Sounds
like a firewall problem, but as far as I can tell, I don't have the
Windows firewall enabled, nor do I have a program such as ZoneAlarm
running.

Any ideas?

And, I might add: the W98 machine cares a lot less about security so that
does not surprise me. If you set up an account on the XP machine, you should
be able to go to the other box and log on.
