Minimum features on a 2nd Mac to last 4 years?

My nephew is on his way to college and needs a computer. I would like to
get him a Mac of some sort. But I only have about $600.

He will do 'student-y' stuff like write papers, download legal music
(I'm supposing?), surf the 'net, use his digital camera to send home
photos to his hard-working parents to show that he is not blowing their
money, etc. He is getting a portable mp3 player for Xmas (but not an
iPod -- too expensive). He doesn't have a TV and I was thinking that for
his birthday that I could get him one of those things that lets him use
his Mac as a TV and will allow him to convert VHS tapes and TV signals
into .mpgs to burn onto a DVD.

But with USB (1.0) and USB (2.0) and G5s now out and Firewire, the
probable desire for wireless internet connectivity and faster and faster
processors and bigger and bigger hard drives I can't figure out what
would be the best machine for him.

What would you suggest would be the minimum features that should be on a
2nd Mac that will make it useable for the next four years with a minimum
of expensive upgrades?

Used Macs ($600) are already obsolete, and new ones are several times
that price, but even then, they become obsolete in 2 years or less,
largely due to peer pressure.
