x windows usb mouse works, unplug, plug back in, then mouse doesn't work

Using FreeBSD 4.9 and Xf86 4.3, I have a usb mouse that works fine
but, when I unplug the mouse and plug it back in, the mouse no longer
operates. If I restart X, then the mouse works, again. There does not
seem to be a problem with USB finding the mouse. X doesn't seem to
like the USB mouse to be unplugged and then plugged back in.

Is there a way to get X windows to change this behavior?

Maybe it's usbd that's losing track of the mouse?
Try rescanning the USB bus.

What device are you using as the mouse in XF86Config ? You should use
/dev/sysmouse - this one catches all mice and is not X-related. I can
unplug and plug any USB mouse I want while I'm running X, it still works.

This is my mouse section in XF86Config :

Section "InputDevice"
Identifier "Mouse0"
Driver "mouse"
Option "Protocol" "auto"
Option "Device" "/dev/sysmouse"
Option "ZAxisMapping" "4 5"
Option "Buttons" "7"
