Something similar to PATH environment variable - but for ?non-executable files?

As compromise, one could try to limit the quest to some
important commands and watch out for a shell with programmable
completion (the usual suspects zsh, bash, etc.), if it
allows to plug in a search path mechanism.

There's a vaguely similar patch already in -mm. That one also handles mode
changes and doesn't require the presence of the diff summary. Have a look in
case you missed it, maybe it does most of what you want and you can base
something on that:
