Make sure you have a default language set in Internet Explorer.
In IE, go to Tools and then Internet Options. At the bottom of
that dialog you'll see a "Languages" button. Click that, and make
sure you have at least one language (likely English) set up in the
list of languages. Also make sure you're not using a firewall that
has browser Privacy settings setup so stealth that the ESO session
can't properly determine which settings to use for you. Good luck!
