CRM 3.0 Callouts upgrade to CRM 4.0 - Don't work

Hi, I hope someone can help us.

We have abstracted out our CRM 3.0 Callouts to a WebService (so they can run
on an Application server). We have a lightweigth stub which delegates the
call across to a WebService, and reads the Url location of the WebService
from either the w3wp.exe.config file (when Callouts are initiated via the Web
interface, or the CrmWorkflowService.exe.config (when initiated from
workflows).

Upgrading this does not work, as the config entries cannot be found.

We then modified out stub so that it actively looks at a file called
stub.config which we placed in the server\bin\assembly directory. This works
fine prior to upgrade.

Upgrading this does not work. We do not know why.

Can anybody suggest a reason as to why this would not work upon upgrade?

I have researched regarding this question and have nothing yet. Would you
please re-post this question to other newsgroups since this newsgroup is
just handle break/fix issue? If you have any errors on it, please let me
