Add-On's blocked and greyed out under the "TOOLS" of IE 7.x

For whatever reason or another, I tried numerous times to figure out why and
how to fix this... I can not enable Active X controls on this machine... with
IE 7.x and it's greyed out where I am or should be able to enable the "ADD
ONS", anyone knows why, and how to remedy this problem?

For example, I get a message when IE loads up: "Internet Explorer is
currently running without add-ons" Under the "TOOLS" menu "Manage Add-ons" is
greyed out and can not enable this feature.

Hope someone understands my question, and can help me fix this!?!!!!

Please state your full Windows version (e.g., WinXP SP3; Vista SP1) when

Is Google Toolbar and Windows Live Toolbar installed?

sp3 with IE8 beta, sorry didn't know that was an issue being that I posted
this under General. My mistake.

I upgraded the IE from 7.0 to beta 8.0 - and the toolbars does have Google
but I don't see Windows LIVE?

Would removing the toolbar fix that?

Having installed IE8 Beta 2 when you were having the problem in IE7 is only
complicating matters for us.

If you start IE8 Beta 2 in No Add-ons mode or uninstall Google Toolbar, does
the behavior persist? (I'd think it would.)

Thanks PA Bear-

It did solve the issue, where Managed the Add-On's came up, but I know
something is still wrong, because of the Active X isn't still working. I did
a search on Google about the issue, most links pointed me to sites with tools
to fix it, and it ran and showed me over 1k errors in the registry and advise
me to either buy the software or to reinstall the OS.

I returned the system back to my client, due to desperate measures of
running his business. I advise him that we're going to reinstall his OS once
he backs up everything and secures his Outlook.
