Receiving error 'permissions granted to user XYZ are insufficient.

Hi -

We have Reporting Services SP1 running on a Windows Server 2003 box. Prior
to calling the RS web service's Render() method we set up a credential cache
using a Windows account that sits locally on the RS server. If that user is
NOT in the local Administrators group, I get the following message on the
call to Render():

"Unable to get report parameters: Unable to access Web Service: The
permissions granted to user 'SERVER_NAME\username' are insufficient for
performing this operation. --> The permissions granted to user
'SERVER_NAME\username' are insufficient for performing this operation."

Obviously the user doesn't need to be a local Administrator, but I can't
figure out the proper rights and/or permissions. I have eliminated RS rights
from the equation by specifically granting the SERVER_NAME\username user the
highest rights possible within the Report Manager interface. Also, I get no
failure audits in the Security event log when these failures happen.

Any ideas?
Thanks much
