I have 2 users that are running SQL 2000 Personal. The
issue is we need to have them Start and Stop the service.
But we do not want to give them Administrator or Power
User rights. How can this be done?

Only admins by default have permission to stop n start services. Can you
explain why a user would need to stop n start SQL?

He said on his desk top there will be times that I will
need the processing power for other things. Being able to
stop the servece will free up a significant amount of
memory and cpu.

Then I guess you really don't have a choice other than installing SQL on a
standalone machine for Development, and allow the users
to manage their own machines.
