I am creating a web site in which each page has the same header section,
i.e. graphics, toolbar. What I am wondering is can I create an html or asp
page for just the header and use this 1 page header section for each
separate page on the web site? Reason being is that if any changes need to
be made, then I can make them once instead of 10 times.

Is frames the only way to do this? I really don't want to use frames unless
absolutely necessary. Someone mentioned to me that I could use an Include.
Is this possible?

If anyone can help and give me an example, it would be greatly appreciated.

Try an include file. Most web servers are set up to allow includes on
.asp and .shtm (just rename your .htm to .shtm). _Outside_ of ASP tags,
use this to include the file, wherever you want it on the page:
<!--#include file="myheaderfile.asp"-->

So I would create an asp page with the header section and call it from each

You could invoke an external script to do document.write for the standard
part.
