Ok, I'm using Macromedia Flash MX 2004 Professional.
I want to make a menu for my web site, a bit like the one above, where you
hover over the Navigation and Sub-Navigations appear. How would I do this, I am
a complete beginner so, don't get mad at me.
If anyone will kindly help, either post here or:

open a new document and from the components panel grab a MenuBar component and
place it into the stage
on the properties inspector name the intance menuBar and then write this code
//the main menus
menuBar.addMenu("Menu one");
menuBar.addMenu("Menu Two");
//Menu with submenus
var list = menuBar.addMenu("Menu Three");
list.addMenuItem({label:"SubMenu one", instanceName:"sub1"});
list.addMenuItem({label:"SubMenu ", instanceName:"sub2"});
list.addMenuItem({label:"SubMenu ", instanceName:"sub3"});

you can add as many menus and submenus you want with the code on top...
for the events go to Help>Using Components>Components Dictionary>MenuBar

The button has four frames Up, Over, Down and Hit, you can create a movie tween
or anything you like in the over state, so that when the cursor is over the
button the timeline goes to frame 2 (Over) and you MC will play. For example
the buttons on the top of this page are all the same button, its just the text
on top of it that is different, so you don't have to create more than one
button. As you can see the over state on the button has a simple Alpha (0>100)
tween, of the same image at the Up state, which looks brighter because the mc
or the image has been modified.
