I know how to use the <mx:filters with an object within my application, but how do you apply a blur filter to a application object like the background image?

You could just put the image as an mx:Image as the first component and apply
the filter to that, since that's all the background image is I believe.
Otherwise it might be possible to apply the blur to a canvas or some other
empty component that was 100% h/w.
