That was new for me, but anyway, from what I read in Intel Website:
"The older libraries, the Intel Signal Processing Library (SPL), the Image
Processing Library (IPL), Intel JPEG library (IJL), and the Intel
Recognition Primitives Library (RPL) are no longer available. Samples and
documentation are provided with Intel IPP Version 3.0 to migrate from these
libraries to IPP.
Developers are encouraged to evaluate and utilize IPP instead of these
older libraries. "
