"Reading" text off of another application

I'm looking for a way to scan an image of another application and read
the text that I find on it. First of all, I need a way to read the
image of a specific application into Delphi. Then I need a method of
scanning this image and changing the image of text into readable text.
Is this possible? Thanks for your help and insight.
