Yes, you are right. This bug has already been fixed in commit
which has happened after 2.63, so it is not in a stable release yet.

It would be helpful if you or somebody else could grab the current git
Autoconf sources, build it and run its testsuite on DJGPP and report
results here. That would go a long way in ensuring that 2.64 works
on this system.
