Reproducing problem: "ATX power cut before HD cache completely flushed"

I am having problems reproducing the issue in Windows 98 SE where the
ATX powersupply is cut before the harddisk cache is completely
flushed. Microsoft has created a patch that delays the shutdown and
this should work fine on our systems.

But as I work in a test department I need to reproduce the original
error in the lab. Then apply the patch and check that it does not
reappear.

Reproducing the problem seems quite hard even though it has appeared
on the same win98 installation previously (creating minor errors in
the FAT and then having Scandisk mess everything up completely during
boot).

Any ideas how I can reproduce it? Should I keep the pc busy during
shutdown with applications running, files being copied, etc. ?

Thanks - but I was looking for a way to reproduce the problem.

For example - do something special like running an application that
performs harddisk write operations extensively and then select Shut
Down while it is running. Maybe this could create the FAT
inconsistensies I am looking for?

Anyone?
