Reboot and Select proper Boot device or Insert Boot Media...

Just downloaded and installed Virtual PC 2007 on my XP SP2 machine. Trying to
install Server 2003, the Virtal machine does not seem to see my CD-ROM. Both
the CD and my HD are SATA, which I guess is the problem, as the CD itself is
bootable, and as far as I can tell the default boot order is HD, CD-ROM,
floppy, which should cover it. Any ideas?

Don't know exactly what I did, but I was fiddling with the Pause key to try
and read what devices were detected on startup, and fiddling with the Enter
and Escape keys, and it worked! Maybe I hit Escape before the PXE boot??? Not
sure.
I had the Physical Drive mapped to my CD, and was using the Secondary IDE
controller.
Go figure!

Well, you have to press the "Delete" button while the BIOS is going, then select your CD-ROM Drive as your first boot device, then hard drive second. Save the changes, then reboot Virtual PC.
