Preventing multiple logins or users from logging current users out

Is there some kind of setting in Group Policy or somewhere in Windows XP Pro
SP2 that will prevent a user from kicking someone out of windows when that
user logs into the pc using remote desktop agent?

My usage scenereo is like this:

I have one stand alone PC that runs a business app that multiple users need
to access. Remote Desktop Connection is great for this, however when someone
is logged in, I need to make sure the other users are not able to log in to
that pc using Remote Desktop until the currently logged in user is logged out.

The default environment allows anyone logging in to automatically kick the
current user out of windows and this is the problem I am trying to solve.

There has to be some setting (1) prevents simultaneous logins... and
prevents a user from logging into windows via Remote Desktop when someone
else is already logged in..

Any help on what this setting is or how I can acchieve this objective is
appreciated.
