How is default Windows dir that is part of users Home dir created?

How is default Windows dir that is part of users Home dir created?

When using Home directories (HOMEPATH, HOMEDRIVE, etc). When a user logs in
for the first time a Windows directory is created. Inside here there is a
system32 directory and a win.ini file. We need to add several files to this
directory and want to do it for all users. and also to any added in the
future. Does anyone know how and from where this directory is created?

Interesting - for me there is a "system" directory and no win.ini file. Anyway, I think the directories are just created programatically. I don't know of any template directory that you can add files to. I guess you could do it with a logon script though.
