WWW publishing service will not start after W2K SP4 installation

After installing SP4 on a W2k machine the WWW publishing service and SMTP
service will not start automatically on a reboot. I can start these services
manually. Both of these service are running under the local system account.

The first Event message is "The IIS Admin Service failed to start due to the
following error:
The executable program that this service is configured to run in does not
implement the service."

The IIS Admin Service actually does start despite the message.

WWW service does not start with the following message: "The World Wide Web
Publishing Service depends on the IIS Admin Service service which failed to
start because of the following error: The executable program that this
service is configured to run in does not implement the service. "

Same message for the SMTP service which fails to start.

Is this a known issue with SP4? Any thoughts or suggestions would be
appreciated.
