The definition isn't important; your rules are.
So long as no rule either implicitly or explicitly allows a user to use
UDP-69, then all is ok...

I had run the MS03-026 patch and have had no problems
when the LovSan worm hit. So you can imagine how suprised
I was to see TFTP in my protocol definitions. It says
defined by ISA Server, port 69, UDP, Send. And it won't
let me delete it. What can I do???? I've run symantec
FixBlast and it breaks. I haven't found msblast on the
system.
