Bad quality sound capture

I'm using a logitech USB microphone and it records OK, However there is a
continuous background scratching noise during silences.
I have a WinXpPro Sp2. It uses a Creative labs PCI 64 sound card and I
tested it with a non-USB mike in the recorder and there is also a scratching
noise in the background , so I think the basic problem comes from the sound
card. I updated the latest drivers from MS for this card but problem
persists.
I use other software (Called Announce) to capture voice for IVR apps and
that, when played back does not give this background scratching on the same
sound card, so there must bbe something in the capture software that lets it
filter out noise below a certain level. Is there and equivalence in the
encoder? Or is there something that can be done to the file after its
captured to clean up the sound? I'm new to this stuff, just trying to
capture screen stuff to show users how to use a piece of software, but I,d
like to have decent quality sound and not hear those scratches.

Any help would be greatly appreciated.
