Does it stay at 100% after or just peak when you load the file?
Does it prevent you from doing other things? Windows may let any one app
grab all available cycles it wants so long as nothing else with priority is
contending for the same cycles. In that case, it's probably harmless. If
other apps are being denied cpu time that's rightfully theirs, then
something somewhere needs a kick in the slats.
