Problems with forms published forms in Public Folders

I have published a simple Outlook form to a Public Folder, so that the
entire company can use this form to email specific information to our
support department.

The problem I am having is that sometimes, and I have no idea why this
should happen, the users who are using Outlook 2003 are not able to
see *any* Public Folders in their New > Choose Form > Look In drop
down box, they can only see the folders in their individual mailboxes.

As I mentioned this only happens occasionally. Especially at the time
I need my boss to test the form - he can't access it and thinks I've
done something wrong!

I've checked and none of the users concerned are using offline mode,
or cached exchange mode. The permissions on the Public Folder in
question are set to Editor for both default and anonymous user. Does
anyone have any clues why this might be happening, and how I can stop
it so that I don't look like such a muppet in front of my boss!

After they use Choose Form | Look In to get to the selection dialog, what do
they do next? They need to choose Outlook Folders and then click Browse.
