I ran into a similar problem 4-5 years ago.

Have you been installing the optional root certificate updates when they
become available in Windows Update. They have to be refreshed upon
occasion - hence the updates.

Run Windows Update manually. Click "check for updates". It it says that
updates are available, click on "view available updates".

Not all updates are automatically installed by default. Some you have to
purposefully choose for installation.

I tried the same but I also still get that message. I've read that you should
give the temp folder Full Control rights to the user that you logged in with,
but without succes here.

Any one knows a sollutions for the error event?
