ello Tony,

I've seen BizTalk behave like this when SQL was having MSDTC issues.

In your case, it looks like your issue may have to do with MSDTC being
disabled on the SQL box which is a Win2003 machine.

By default, Win2003 Server has MSDTC disabled.
Go to Add/Remove Programs > Windows Components > Application Server and
check Enable Network DTC Access

hat I said earlier was misleading.
MSDTC itself is not disabled by default on Win2003.
Rather, MSDTC participating in network transactions is disabled by default.
