How to clean up scaled images

I have an image that has been grabbed from a screen, and the image was
displayed at something like 380% scale, so there are some original
pixels that are now 4x4, some 3x4, and some 3x3. I want to get the
image back to its original state.

What I need is a program that would scan the lines of the image and
remove duplicate identical lines, then scan the columns and remove
duplicate columns.

Does anyone know of any pre-existing software to do this? If not, I
will write one in C or Perl. Any hints (APIs, file formats, etc.)?
