Not considering the count of SetTexture() calls, which is better in memory
conservation?

10 of 10KB textures
1 of 100KB texture

fewer textures will be more efficient in terms of memory use and help to
avoid fragmentation.

and, of course, fewer SetTexture calls will perform better.
