How do I free/delete DLL/Resource from Windows98/OS without restarting the OS?

I get an ERROR from windows98/Windows Explorer while attemping to
DELETE a DLL
from OS/Wimdows/System32.

The Error message is:
Error delete
Cannt delete myDLL.dll Access is denied.


1. I did exit/closed the application that uses the DLL.

2. I did regsvr32 /u StoreCreate.dll Successfully.

3. But, I CAN NOT DELETE the DLL/Resource from Windows98/OS/System32
without restarting the OS.

I get an Error from Windows Explorer:

The Error message is:

My Question is :


How do I free/delete DLL/Resource from Windows98/OS WITHOUT
RESTARTING the OS?

Windows does 'lazy unloading' of DLLs
- possibly you are running into that
- you could thrash the system, like load Word and IE

If you are running your App in the IDE, then it could be VB6 that is
hanging onto the DLL - I have run into that many times.
